A broken roof tile in Singapore is a Town Council matter if you're in a topmost-level HDB flat, since the block's roof is common property, and your own matter if you own a landed house. HDB states that for leaks from common property, contact your Town Council.

## What to check first

Work out your housing type first, since it decides who you call. In an HDB flat on the topmost level, the roof over your unit is the block's roof and is common property. In a condo, the roof is common property managed by the MCST. In a landed house, the roof is entirely yours.

Look from the ground, with binoculars if you have them, for a visibly cracked, shifted or missing tile. Note whether it lines up with where a ceiling stain has appeared inside, and photograph both from the same day if you can.

Do not go up onto the roof yourself to look closer or attempt a temporary fix. A cracked tile a few metres up is not worth a fall.

## The likely causes, in order

**Ordinary weathering or storm damage (most common).** The most common cause of a broken or displaced roof tile is ordinary weathering, a storm, or someone walking on the roof during other works. Check from the ground with binoculars for a cracked or shifted tile rather than climbing up yourself.

**A ceiling stain following the tile.** The second sign is a ceiling stain or drip appearing after the tile issue, rather than the tile itself. HDB's home care guide states that leakage in flats on the topmost level "comes from the roof of the block, which is part of the common property maintained by the Town Council."

**A recurring leak or structural sign.** The third, more serious sign is a leak that returns after a patch, or a sagging or soft patch in the ceiling — that points beyond a single cracked tile toward the roof structure itself, which BCA's periodic inspection regime exists to catch over time.

## When to call, and who

In an HDB flat, report a topmost-level leak or a visible roof tile issue to your Town Council first — it is common property, and engaging your own roofer will not get the cost covered or the work authorised. In a condo, report it to your MCST or managing agent. In a landed house, call a roofer directly.

Do not climb onto a roof yourself to inspect or replace a tile. Contractors will recommend a repair method based on the severity of the leak and the flat owners' needs, and a fall risk is not worth a DIY tile swap.

## What it costs

For a landed house, ask for a fixed price once the roofer has inspected from the roof, since a quote given from ground-level photos alone is only a rough estimate.

Ask whether scaffolding or access equipment is included in the quote, since access is often the biggest cost driver on a roof job, separate from the tile itself.

## Who to call, and how to judge them

As a flat owner, you are responsible for the upkeep and maintenance of your flat, but for leaks from common property — including the block's roof — contact your Town Council rather than engaging your own roofer. An ACRA registration confirms the business exists, nothing more, since [roofing](/roofing) itself carries no dedicated licence register we could find.

BCA requires residential buildings to undergo Periodic Structural Inspection once every 10 years, and for strata-titled developments the Management Corporation assumes the building owner's responsibilities, including appointing a Structural Engineer when notified. That inspection covers structural condition generally rather than a single broken tile, but a recurring leak is exactly the kind of defect it is designed to catch.

## Frequently asked questions

**Who is responsible for a broken roof tile in an HDB flat?**

A broken roof tile in Singapore is a Town Council matter if you're in a topmost-level HDB flat, since the block's roof is common property, and your own matter if you own a landed house. HDB states that for leaks from common property, contact your Town Council.

**Can I climb up and fix a broken roof tile myself?**

Do not climb onto a roof yourself to inspect or replace a tile. Contractors will recommend a repair method based on the severity of the leak and the flat owners' needs, and a fall risk is not worth a DIY tile swap.

**How much does roof leak repair cost in Singapore?**

It depends on the roof type, how much is damaged and how hard it is to reach. Ask for a written scope, and confirm who arranges the repair first: in an HDB block the roof is common property, so the Town Council may handle it.
