What to check first
Before booking anyone, note exactly when the leak appears (during rain, hours after rain, or constantly), where the stain is relative to the outer wall, and whether the roof above is common property or your own. Those three answers decide who you call first.

The likely causes, in order

When to call, and who

Call a roofing contractor directly if the roof is your own, such as a landed property, or if HDB or the Town Council has confirmed the repair is yours to arrange. Larger roof repairs can require a Qualified Person, not just a contractor. HDB's renovation permit guidance states that certain renovations require you to engage a Qualified Person (QP) to certify or supervise the work, which applies to structural roof work in the same way it applies to other major building works.

Ask two or three for a written quote instead.
Give each contractor the same description: when the leak appears, where the stain is, how long it has been happening, and whether a first repair has already been tried. A quote for "fix roof leak" with no history given is guessing at the scope.
Ask whether the quote includes tracing the leak to its source before quoting a fix price, and what happens if the first patch does not hold through the next heavy rain.
Who to call, and how to judge them
Roof leak repair is not licensed work in Singapore in the way plumbing is, so there is no public register to check. Judge a roofing contractor on a written scope, a stated call-out fee and a business you can verify instead. An ACRA registration confirms the business exists, nothing more.
Prefer a contractor who asks when the leak happens relative to rain, over one who quotes a fixed price with no questions.
